Donald Trump administration blames Barack Obama for Syria 'chemical weapons' massacre

Did he blame them, or simply point out that the policies of the previous administration allowed for it to occur? Because if that's the case... yea he is correct. We weren't exactly "manning the wheel" on foreign affairs that delt with rogue nations, not very well anyways.
