Venezuelan Congress Declares That President Maduro Has Staged a Coup

Can someone ELI5this situation? Sure. The opposition controls the national assembly (think congress). They initiated a recall election against Maduro (El Presidente). The Election Authorities originally certified that enough signatures were valid (1% of electorate) to begin the recall process.
