India requests Twitter remove tweets critical of the government's handling of Covid-19

I read the article but couldn't tell if the request meant any tweet, regardless of who posted it and where. Is the government expecting twitter who has proclaimed loudly that they will not or don't want to have to take on the burden of moderating content.
