Taliban Controls 52% of Territory in Afghanistan: Survey

Is it like how 99% of the US’ surface is republican because that’s where no one lives? According to the survey, 59% of the population lives in districts under the government's control. This is of course disputed by the Taliban, who claim 70% of districts.
