Macron to Biden and Harris: 'Welcome back to the Paris Agreement!'

There's a reason 194 countries right away signed the Paris Agreement with little debate internally... it's a symbolic "look your politicians are doing something" agreement that does nothing. And the UN can actually organize binding agreements, like the Kyoto Protocols. But they didn't do so here.
