WTO fails to agree rules to stop overfishing by year's end deadline

What’s most depressing is that they’re not even failing to agree on fishing limits. They’re failing to agree to stop actively subsidizing overfishing. More evidence of some sick social phenomenon in humans that we are worse at acting proactively than we think.
