Tokyo declares coronavirus red alert as situation 'rather severe'

It's amusing how surprised they are. As if encouraging the population to go out to bars and restaurants and spend their Abe money to get the economy moving again, with very few restrictions, wasn't a ridiculously risky and rushed move.
