r/worldnews - Video of Winnipeg police officers kneeing and repeatedly kicking a man, who was on the ground, during a recent arrest has enraged critics — but a police spokesperson says the use of force was justified, and might have saved the man's life.

As ludicrous as the headline is, I can kind of see where they are coming from. If he was reaching for the knife, then it becomes 'us or him' and he has to be shot and the strikes are to disable that from happening.
