Military alleges horrific conditions, abuse in pandemic-hit Ontario (Canada) nursing homes

This sounds about normal. This is what happens when you don't pay people enough. You get what you get. And during a pandemic you might not even get that much. So who is to blame. I don't know ask someone that understands economics in depth.
