COVID-19: Bill Gates says countries that test for coronavirus will bounce back in weeks

He's thinking bigger picture, greater good, not individual struggles. The govt should be helping the individuals, its their job. We need both the big picture and the small. We need testing to know where we are at, so we can respond in a measured and sensible way.
