Cold light: New LED lights don't melt snow, so city crews out clearing traffic signals - Manitoba

How did they not see this coming? Surely it would have been better to build a little heating element like on a car rear screen into the lights. You know that's coming. It would still save energy. The heater would only turn on below freezing and only heat enough to get just above freezing.
