EU Commission says Catalan referendum was not legal and the issue is an internal matter for Spain

Which is correct. The referendum was not legal, as it was stated by Spain. The fact that it wasn't properly observed also means that it would be easy to cheat with it. Further more, because it was illegal, most of those opposed would stay away, thus only showing one side. But the EU is right.
