Britain could pay more than 1bn a year for border control after Brexit

Is that 1bn on top of what we spend already? We spent nearly 2bn last year didn't we. Can't imagine it's going to cost a billion on top of that. Article says 1bn a year in economic damage. So that's on top of the previous 2bn :-(
