Recreational drugs market should be managed by 'governments not gangsters', says expert

Well, they could start by implementing Portugal solution (decriminalisation of consumption). It wouldn't solve the problem completely, but it would help significantly (again, as shown in Portugal). Fuck the goverment. I prefer to pay "gangsters".
