A Swedish pharmacy made a billboard that starts coughing whenever a smoker is near

Oh god .. as if the ostentatious keh brigade are not enough. Wonder what it does in heavy traffic. So, smoking is bad (m'kay), but I fail to see how this will help people quit. I just envision it pissing smokers off, which could even be counterproductive.
