N. Korea asks US for peace treaty, US has ‘no interest’

I'm confused. I remember North Korea saying they where ready for war vs the USA last month, and like every couple of months before that. Are they now asking for more time so they can develop nukes? More like it's the time of year where they beg for supplies and food.
