North Korea says preparation for military action is complete

Preparation to await orders commencing for the next 6 hours! Followed by preparation to rain sea of fire! Once that's complete we need to worry!!!! Maybe I'm stupid, but if N. Korea is really planning to go to war, why would they announce things like this ?
