I'm willing to bet The Pirate Party is also one of the most popular parties in USA, Canada, the UK, etc. The difference is in Iceland there is a much higher turn-out of eligible voters. For example, 2013 saw a voter turn-out of 81.44% in Iceland, which was actually a historical low.
