Netherlands ordered by Dutch court to cut greenhouse gas emissions by at least 25% by 2020 in class action suit

Saw this for the second time here. Let's put the link to the Dutch news source here as wel. Why? I don't know much about Netherlands but to me it doesn't seem like a country that has problems with excess greenhouse gas emissions.
